In this paper,from the macro view and combined with the ATIS projects' characteristics in China, the principles of establishing ATIS evaluation quota system were discussed first, then four classes of index system were expounded in detail, which included the cost indices, benefit indices, technical indices and integrated indices. Finally, the Comprehensive Evaluation Model was given.
