This paper studied the method of ontology-based knowledge representation, on this basis built a shared, reusable, scalable food safety domain ontology described in the form of OWL,formed a more complete food safety knowledgernrepresentation system, which was applied to build food safety knowledge base;presented a reasoning method based on food safety ontology,designed the reasoning rules used for Jena-based food safety knowledge reasoning according to semantic relations between food safety concepts, in order to effectively share and reuse food safety knowledge;proposed a new query expansion method which combined ontology and natural language processing techniques, in which a variety of relationship types are used;finally designed and implemented a food safety events semantics retrieval system, which not only has some intelligence, but also has better performance than keyword-based retrieval system which was verified by experiments.
