The European Commission has recently put forward proposals for a Community framework for the financing and charging of port infrastructure. The basic principle underlying the charging framework is marginal social cost pricing, in theory the most efficient pricing system. In practice, however, the charging framework proposed by the Commission aims for a full cost recovery of new investments in port infrastructure, although it can be shown that such an approach results in inefficient pricing. The Commission's solution is a pragmatic compromise between two options; true marginal cost pricing which would fall short of full cost recovery, and average cost pricing which would create too large increases in port charges as past investments would also have to be fully recovered. The emphasis of the Commission on full cost recovery, at least for new investments, is motivated by its concern for competitive distortion between ports caused by government subsidies. However, competitive distortions could be effectively avoided by requiring that investments projects meet a cost-benefit test from a European viewpoint before they can be subsidised. This corresponds to current practice by the Flemish government in the public co-financing of port infrastructure in Flemish sea ports.
