摘要

In the market economy of recent years, the trend has been to set global standards and to use these standards in an attempt to guarantee product and organizational safety by rating quality. It should be natural that the same line of thinking would be applied to the community of ports and harbours, which should be operated with concern for safety under common international standards. The functions of ports and harbours should not only be evaluated for their safety, but from a number of viewpoints such as economy and efficiency. The presenfpaper, however, discusses a methodology for rating the quality of ports and harbours from the viewpoint of shiphandling difficulty. If port administrators can understand the current quality level of ports and harbours and can obtain specific information on the degree of shiphandling difficulty of particular places, it must be useful to review policies for safety improvement planning in ports and harbours in the future.
