Since the beginning of '97 a team within the Waterways and Maritime Affairs Administration of the Ministry of the Flemish Community has been working on the layout of a standard specification for Hydraulic engineering works for the Flanders region in Belgium. The Flemish Community has had jurisdiction over hydraulic engineering and waterway infrastructure since a federal state structure was developed. The hydraulic engineering infrastructure of the navigable waterways, maritime entrances and docks requires significant budgets each year. This involves an extremely important economic sector. Quality is central to the Flemish Community when creating and executing government contracts in respect of hydraulic engineering works. Its quality policy is an implementation of a predefined strategic objective. Right from the start attention was given to quality assurance when drawing up this standard specification. Attention was also given to the creation of an adequate basis to arrive at a standard document accepted by the sector. Strict respect for the planning, including the timing was possible. The specification will therefore be complete by the end of '99 and will be available as reference Standard Specification SS 230 in the first half of 2000. Aftercare will be assured by a permanent secretariat supported by a project group.
