The DESIRE model is intended to be a decision support tool that can help in determining how to spend the safety budget in the most efficient manner. The model is not a black-box input output device. While the model provides a framework, and gives assistance as much a possible, in many cases expert knowledge from the user of the model will be required to tailor it to the specific circumstances that are under consideration. Similarly, although considerable care was taken in selecting the factors, the interconnections, the probabilities and the financial equations and data, it is expected that users of the model will have their own sources of data that they would want to use. Data in the public domain (causal and cost factors) are of varying levels of quality, detail and complexity. This in turn creates a problem in relation to the accuracy of the model as errors may be introduced into the figures thus producing misleading results. However, the research suggests that while errors may be introduced into the model, the differences between the theoretical and actual data are not so significant as to render the model unusable.
