The NAVSTAR Global Positioning System (GPS) is arnspace-based navigation system providing users withrnhighly accurate three-dimensional position, velocity, andrntiming information. Created by the Department ofrnDefense to enhance US military warfighting capability, itrnis available for use, free of charge, to anyone with a GPSrnreceiver. Increased civil and commercial use of GPS,rncoupled with lessons learned from years of militaryrnoperations and specific experiences during Desert Stormrnand the Kosovo campaign, drove a desire to modernizernthe system - augmenting its capabilities while sustainingrnthe current GPS mission.rnIn response to new civil demands and the emergingrndoctrines of Navigation Warfare, the US Air Force wasrncharged with directing and procuring new improvementsrnfor GPS. Because of their heritage experience in thernbuilding of GPS satellites, Boeing was selected to supportrnthe Air Force in architecting the future of GPS. In thisrnrole, Boeing helped bound the problem and developrnfeasible top-level design concepts. As part of theirrnsystems engineering discipline, Boeing utilized reliablern?rules of thumb? (heuristics) to aid the architectingrnprocess, thereby guiding the introduction of newrncapabilities and technologies and helping their customerrnbring "form to function."rnThis paper examines the role heuristics played during thernhistory of GPS Modernization. While a completerndescription of the rigorous systems engineering processrn(via requirements analysis, trade study, and designrnsynthesis) is beyond the scope of this document, it doesrnidentify general guidelines that were applied, as well as arnsummary of design lessons learned during Modernization.rnIn highlighting the rules of thumb used during the systemsrnengineering process, it traces that history from earlyrnstudies through proposal preparation to the initialrnimplementation of three development programs ? BlockrnIIR Modernization, Block IIF, and Block III.
