Managing road traffic so as to optimise throughput, minimise delays and maintain safety is arnchallenging task in the real world, where incidents, events, roadworks and equipment failures allrnconspire against these goals. Information and Communications Technology has long beenrnemployed to assist in many aspects of maintaining a safe and efficient network. Often suchrnsystems have been developed in an ad hoc manner, and operators at a traffic management controlrnroom will use a number of disparate systems and a great deal of their own knowledge andrnexperience to identify and manage incidents and network flow. This paper considers what a goodrntraffic management system should be. It then describes a framework architecture for such arnsystem, based on the principle of a common user interface integrating a number of cooperatingrndistributed systems – a framework used for the National Traffic Management System in Sweden.
