This paper introduces the preliminary results of a running study titled ‘SCATS and thernEnvironment’ (SatE) by the Roads and Traffic Authority of New South Wales (NSW) (RTA).rnThe study aims to represent a best-practice example of the estimation of value derived fromrnthe operation of a SCATS installation. (SCATS is a comprehensive traffic management systemrnthat provides adaptive traffic control, amongst other functionality. The RTA is the developerrnof SCATS and manages the majority of the motorways and arterial roads across the Australianrnstate of NSW, including some ~3500 signal controlled sites.) The SatE study is tasked tornrigorously demonstrate the transport, environmental and economic value that the adaptiverntraffic control operation of the SCATS installation provides to the people of NSW. Thernmotivations behind the SatE study are manifold; however, a key objective is to providernsupport for defensible transport policy influence within the RTA itself, and State andrnCommonwealth governments. We explain the rigor that underlies the study methodology andrnargue the defensibility it provides. We also present early results for scrutiny and discourse.
