Based on the known location information of the called unit, using IN (Intelligent Network), the called can be almost connected through the shortest path at the any time, and the querying number about the database is also smallest. The maximum database size is 0.1 percent of that needed by a central database system. The database updateing cost is less than 6.86% needed by that fully distributed location registration strategy.
