摘要

Analysing the composing factors of comprehensive national strength(CNS) and the actual strength of science and technology, this article shows that the competition of comprehensive national strength is in the first place a competition of science & technology from the following six aspects: science & technology are the first productive forces; combat effectiveness grows out of science & technology; science & technology have become important means of political struggles; science & technology are the motive powers of social progress; the guiding role of science & technology in increasing the comprehensive national strength; and future competition of comprehensive national strength will be expressed by the competition of science & technology. And this article also puts forward some measures, such as devoting major efforts to developing hi-tech and its industries, in order to conform to the trend of world economic development with the priority given to science & technology to increase the comprehensive national strength.
