The City of Tucson/Pima County Household Hazardous Waste Program (HHWP) serves as the regional program for the six counties in southern Arizona. The development of this program met several challenges including reaching the needs of a diverse population in a large geographic area. The population of the six counties is approximately 1.1 million (1998 U.S. Census estimate) in approximately 29,000 square miles, including approximately 4,400 square miles of Native American Nations. This land area is approximately the size of the state of South Carolina. The population in the counties ranges from 24 to 78 percent Hispanic origin, 8 to 66 percent rural, 10 to 27 percent below the poverty level and 6 to 73 persons per square mile (1995 U.S. Census estimate). After three years the program is now well established with each county participating in the manner which best suits them. Collection programs range from diversion at the landfills to full scale events. Challenges still exist in reaching the diverse population. Even in Pima County with an over ten year old program, participation rates are still significantly lower in the minority and low-income communities versus the predominantly Caucasian, non-Hispanic, middle-income communities. In 1993 the City of Tucson and Chicanos Por La Causa, a community organization, initiated a study to identify strategies to increase minority and low-income population participation in existing environmental programs. Many of the strategies identified are now utilized in the outreach programs in the southern counties. The diverse population is reached by specific programs designed for rural populations, educational and awareness programs in English and Spanish, utilization of diverse community resources for information distribution and integration of environmental information into the cultural perspective and ethics of the large Hispanic and Native American populations of the region.
