ACRC'S APPROACH TO MANAGING RISKS ASSOCIATED WITH RECYCLING PLASTIC AGROCHEMICAL CONTAINERS

This paper traces important changes that have occurred in the agrochemical industry's approach to packaging its products. For years agrochemical manufacturers were primarily concerned with the efficacy of their products. Packaging was almost an afterthought. In particular, the fate of the package after its contents were removed was generally ignored. Today the industry recognizes that an important part of a container's life cycle begins after it is emptied. Collection and recycling of used plastic containers must be encouraged. To lead this effort, the industry formed a non-profit organization called the Agricultural Container Research Council (ACRC). Recycling of used agrochemical containers is complicated by the very nature of the products they once contained. Trace amounts of agrochemicals may be absorbed into the walls of plastic containers and may also be detected in products manufactured from the recycled plastic. For these reasons the industry has taken a conservative approach toward recycling. The ACRC has developed a state-of-the-art, computer based, risk assessment model (ACRC-RAM) which it uses to screen the potentially viable end-use proposals it receives. The ACRC has also undertaken a comprehensive statistical assessment of the types and amounts of agrochemical residues that are likely to be found in end-use products. The ACRC-RAM and the statistical study are two tools that are playing a key role in the industry's effort to promote safe and effective recycling of used agrochemical containers. This paper defines these tools, how they are being used and the results they have provided to the ACRC to date.
