摘要

Why is it necessary to audit facilities that receive materials from your household hazardous waste program (HHWP)? For the City of Tucson/Pima County household hazardous waste program (C/C HHWP) the answer is easy, for it has adopted EPA's "Cradle to Grave" tracking philosophy for all materials managed by its program. By performing audits of waste destination facilities one can avoid using facilities that are not in compliance with all applicable regulations. Developing an audit program takes a concerted effort, but its worthwhile. Once audit members are recruited several critical steps must take place. Some of these include developing pre-audit and regulatory questionnaire forms, developing a facility audit list, determining applicable regulations for each facility, performing the audit and rating the facility. The C/C HHWP has used this model successfully to complete local and out-of-state audits. This paper will help other HHWP develop their audit programs.
