摘要

Massachusetts has banned the disposal of cathode ray tubes (CRTs) from the solid waste stream, and has simultaneously de-regulated intact CRTs as hazardous waste. This "waste ban" has triggered the need for municipal programs to manage the televisions and computers generated by its residents, municipal buildings, and. businesses as recyclables. Through a technical assistance grant from the Department of Environmental Protection, electronics recycling programs have been established in eighteen communities of different demographics in Western Massachusetts. These recycling programs represent several different models, including curbside collection by private and municipal haulers, programs offered by commercial landfill operators, drop-off at municipal recycling centers, and partnerships with nonprofit charities. This paper will detail various programs, the program models, management and safety concerns for CRT recycling programs, the state's role, and data and costs to-date for this regional program.
