摘要

The United States Department of Energy (DOE) is in the process of developing a vadosernzone science and technology roadmap. The DOE Complex Wide Vadose Zone Sciencernand Technology Roadmap has followed a rigorous procedure to lead DOE through anrnunderstanding of basic science, characterization and monitoring technologies, andrnsimulation of contaminant fate and transport in the vadose zone. This program which isrnchronologically scaled to include activities through the years 2004, 2010, and 2025 willrnnecessitate long term institutional and regulatory policy changes in order to be effective.rnThe current regulatory position vis-à-vis the vadose zone seriously needs to bernreconsidered to include early alert or vadose zone monitoring. Federal legislationrnincluding RCRA and CERCLA needs to be changed to require regulation in the vadosernzone as opposed to waiting until the contamination reaches the water table. Issues relatedrnto annual funding to cover long term research need to be addressed. A need exists for arnuniversal database and access to a fundamental set of models. These policies will involvernmultiple agency involvement. A recommendation is made to set up a White House taskrnforce to coordinate this multi-agency national approach.
