After an introduction justifying the quest for higher accuracy in gas metering, the paper describes the development of new fundamentals to gas-flow calibrations in the Netherlands. Essential features comprise of a new high-pressure volumetric displacement device in which gas at a relatively high pressure displaces oil at a comparatively high flow-rate. Weighing the displaced oil provides a relation of the volume of gas to mass and hence to Si-units. Virtually pulsation-free rotary piston meters are used to increase the pressure and the flow-rate even more by the commonly known bootstrapping method. The paper gives a description of the equipment and details about experimental results obtained so far. Tests to verify the function of the diverter are described and results are reported. An assessment is made of the nature and possible magnitude of sources of error. Procedures are presented to upscale the realized reference flow-rate to higher pressures and volumes, and an assessment is made of the uncertainty of the method and the effects on the uncertainties in the traceability-chain for high-pressure gas-flow measurements.
