Osaka Gas is constructing the Two-Way Information Network System (TWINS), which establishes bi-directional communications between gas meters installed at customers' houses and the operation center of Osaka Gas. The aims of TWINS are to improve both the efficiency of gas meter reading and its security.In 1998, we conducted a field test for the large-scale radio-controlled meter-reading system. The test, covering 5,000 homes, was successfully completed. In 2000, we increased the number of test customers to 10,000, completed a demonstration test, and obtained results as expected in the plan. Installation of TWINS to about 100,000 customers principally in urban areas is scheduled to commence in April 2001 and to be completed in two years.In this report, an overview of the large-scale radio-controlled meter-reading system, communication control techniques used in the operation center system, and results of the demonstration test are presented.
