摘要

This paper contrasts the effectiveness of Light Handed Regulation in the electricity and gas sectors. It concludes that the gas sector has generally met the reform objectives without the need for further Government intervention. The effect of future changes in gas supply and demand is discussed. It is suggested that a wider range of gas balancing options on NGC's transmission pipelines will be required. The balancing arrangements in place on Transco's network in the UK are compared to current balancing mechanisms used on NGC's pipelines. It is also suggested that the development of hub services may assist the New Zealand gas market to adopt to changing supply and demand conditions.
