A water budget quantitatively accounts for inflows, outflows, and changes in storage of a hydrologic system.rnWhile regional water budgets are key to understanding the sources of water and how water withdrawals changernthe components of flows in the hydrologic cycle, these are not static systems. Water has much competition forrnits use. Many basins are overtaxed, and demands continue to increase. To address growth, water supplyrnvariability and a host of other issues, issues, utilities, golf courses and even certain agricultural interests havernpursued other water supply alternatives like desalination and reuse. However, these costs are significantly morernthat current costs for doing business, and create significant demands for power, which also demands more water.rnAs a result the potential exists for the uses of water outpace recharge, with long-term potential for significantrndisruption of economic viability to local communities. Limiting the carbon footprint and lessening powerrncapital needs will improve local environments and limit consumer costs.
