At millimeter wave band, radiation temperature of metal targets approximately equal sky brightness temperature and sky brightness temperature was related with sky conditions. A theoretical model for brightness temperature of clear sky had been developed, and sky brightness temperature was calculated at 3mm and 8mm band. Experimental measurement was carried out at several different weather conditions (such as clear, cloudy, overcast, rainy). It had been shown that sky brightness temperature was markedly dependent on weather conditions. In cloudy condition, sky brightness temperature changed little with clear condition, but it changed greatly at overcast condition, and in rainy condition it varied the most.
