In a mountainous area historically famous for metal mining and logging in northern Idaho,rnresidents recently installed 5.6 MGD of groundwater membrane filtration capacity. The newrntreatment plant satisfies LT2ESTR treatment requirements. The system was installed after thernlocal groundwater well was classified as groundwater under the direct influence (GWUDI) ofrnsurface water.rnThe membrane filtration system was procured through a pilot test- procurement approach inrn2007. After the membrane system supplier was selected, a detailed design was prepared andrnsubmitted by the end of 2008. The Construction effort was substantially finished in Decemberrn2010 and the Commissioning process is expected to be complete by March 2011.rnThe project, which uses a direct filtration approach and backwash treatment to achieve a highrnlevel of water recovery, has been implemented into an existing system in a rural mountainousrnsetting. Each of these constraints helped shape the project. For example, the remote locationrnand limited disposal options for spent CIP solution disposal led to implementation of a customrnchemical cleaning approach. Similarly, due to the existing well pumping capacity, a water towerrnstyle feed equalization system was implemented to control membrane basin level.rnDuring the project, the membrane system supplier made the decision to phase out thernprocured membrane product and replace their design with new membrane chemistry. As arnresult of government furlough the manufacturer was unable to secure regulatory approval ofrnthe new product in a reasonable timeframe and the membrane delivery timelines werernchallenged as a decision was made to either stay with the product being phased out or movernforward with a product that was under regulatory review but not yet approved for use.rnAdditionally, the membrane substitution would cause a de-rating of plant production capacityrnor result in modification of the pilot tested and procured operating conditions – with likelyrnmembrane warranty implications.rnThis presentation will not only introduce a new membrane filtration system to the drinkingrnwater community, but it will also discuss the treatment process and civil/ mechanical designrnphilosophy of the facility and the challenges that resulted from new membrane product roll outrnduring construction.
