The Japan Electric Vehicle Association (currently, the Japan Automobile Research Institute) has beenrnconducting an incentive and diffusion project for electric vehicles and hybrid electric vehicles for five yearsrnsince fiscal year 1998, under the guidance of the Ministry of Economy, Trade and Industry (METI) and thernNew Energy and Industrial Technology Development Organization (NEDO). This subsidy system aims tornpromote the introduction of EVs and HEVs with lightening financial burden of users, accelerate the reductionrnof vehicle costs, and trigger the diffusion of EVs and HEVs. The author has been involved in this project fromrnthe planning phase, formed the scheme, and been doing the administrative procedures concerning applicationsrnfor subsidy. We reported the progress of the project since EVS-16, and will recap the past four years reportingrnresults and features of the project. For five years, there have been an approximate total of 1,200 EVs and anrnapproximate total of 38,000 HEVs for which subsidy applications were made. Over the period of these years,rnthe introduction of neighborhood vehicles was promoted as new type EVs suitable for use in Japan. It shouldrnbe noted that EVs are beginning to be used in people's daily lives. There have only been a small number ofrncases of individuals purchasing EVs, because they are expensive, but the emergence of inexpensivernneighborhood EVs and the subsidy for them are promoting purchases. On the other hand, the number of ownedrnHEVs made a considerable increase, partly because of the larger variety of vehicle types, EVs and HEVs arernnow being purchased by individuals, as well as by municipalities and corporations that are expected to takernpioneer approaches to solving environmental issues, when they are becoming recognized as easy to use. Thisrnpaper reports those changes, as well as the trend of EV and HEV demand, the characteristics of users, modes ofrnuse, of the additional EV and HEV models for which subsidy applications were made, and subjects to diffuse.
