This paper outlines an iterative third party engineering "systems" approach to moving innovative productsrnthrough the safety approvals process and onto production and marketing more quickly and effectively thanrnthe traditional approach of developing a standard first. Safety standards facilitate the design process quiterneffectively when the product type is well understood. However, by their very nature, established safetyrnstandards are poorly suited to introducing, to the public market, product concepts and applications that arernnew and innovative. The high cost of standards development and the lengthy timeframe to publicationrnfrustrate technological innovation. The approval and implementation process for innovative products canrnbe mediated by a multidisciplinary, impartial and responsible third party engineering team. A controlledrnoperational framework for the team will help assure accountability to the public.
