Remote sensing as a tool to enforce European regulations on mining wastes

On March 15, 2006, the European Parliament has adopted the Directive on the Management of Wastes from the Extractive Industry. Article 20 stipulates that Member States shall ensure an inventory of closed waste facilities on their territory [...] by 2012. In Article 21, focus is on the development of methodologies relating to the implementation of inventories and the rehabilitation of closed waste facilities constituting major risks. EU funded research on remote sensing applications has addressed these issues in a hierarchy of scales from regional scale rapid screening to site specific characterization of mining waste sites. Through the PECOMINES project, the EC Joint Research Centre has developed a spectral methodology to inventory mining-related potentially contaminated sites at a pan-European scale, using Landsat TM satellite images. The MINEO project has developed methodologies using airborne imaging spectroscopy to identify, characterise and map mining waste and residues for addressing at site level environmental impacts and rehabilitation. Both projects are regarded by the EC as major EU pilot applications of remote sensing to mining waste inventory, site rehabilitation planning and monitoring.
