Monongalia County, West Virginia (WV), is located in the heart of the Appalachian Mountains. It has an area of three hundred sixty-one (361) square miles and a population of about eighty-four thousand (84,000). The population of the county is not uniformly distributed but has a central concentration surrounding Morgantown which has a population of almost twenty-eight thousand (28,000). The rest of the county is rural.rnCost-effective sustainable recycling in this rural environment poses extreme challenges. However, the MCSWA has managed to develop a successful protocol that has met these challenges.rnIt is known and understood that recycling protocols and strategies suitable for an urban environment are ineffective in a rural setting. Further, it is understood that more of the population of the USA is rural than urban. This paper presents the strategies and procedures that the MCSWA has used to successfully develop a financially self-sufficient recycling program in its rural environment.
