Problems in lighting concerning energy and environment have originated from improper or excessive use of light and electric energy. To relieve the problems, efforts have been made to improve efficacy and efficiency of lighting systems throughout the 20th Century. The next step to be taken in the 21st Century, in addition to the above measures, will be a re-examination of the lighting levels to which lighting is to be designed. On the basis of recent development in vision engineering, a method to analyse detailed distributions of the luminance difference threshold for non-uniform fields has been made available. By employing the method, distributions of Visual Performance in road lighting, as an example, for different luminaire arrangement is compared. It is shown that the level of the lighting is not a decisive factor in Visual Performance and that, by combining appropriate distributions of the luminance and the illuminance, similar Visual Performance in the lighting can be provided with a lower lighting level.
