To capture the nature and extend of flood, multi-temporal RADARSAT images have been used for developing a methodology capable of identifying and quantifying of fluctuation in water areas. The model is primarily based on three data layers, of which the first two are the pre-flood and flood-condition data layers and are used for monitoring the nature and extend of flood. Applicability of RADARSAT data for generation of these two data layers has been examined, where the main concern was two separate the water area from the land in a single image. It was found that removal of noise from the image using filtering technique considerably improves the bi-peak distribution of the pixels in the image histogram, and, thereby, it was possible to separate water areas from land using the method of thresh holding or unsupervised clustering. Water area obtain from the RADARSAT image was found to be reasonably accurate when compared with the obtained from Landsat-TM image.
