National Hydroelectric Power Corporation Ltd. a pioneer in hydropower development in India, has recently commissioned a 60 MW Rangit H.E. Project, Stage-Ill in Sikkim, a North-Eastern State of India. The project is located on river Rangit. The energy generation from the project started from January 2000. Before start of the construction of main civil works, like dam, tunnel and power house etc., several environmental conservation and up-gradation plans like catchments area treatment, compensatory afforestation, landscape plan, muck disposal plan, rehabilitation and resettlement plan, reservoir rim treatment plan, restoration plan etc. were prepared. Most of these plans had been executed or completed except restoration and landscaping works which are in progress. NHPC is interested in overall sustainable development of hydro power project and giving utmost importance towards maintaining ecological equilibrium of the project-surrounding environment. This paper covers the implementation parts of catchments area treatment plan (a Watershed Management Plan) of Rangit H.E. project. On the basis of physiography, slope, soil characteristics, land use pattern, erosion hazards etc., the total catchment area of 97902 ha was categorized in 26 sub-watersheds. Out of 26 sub-watersheds, only 6 sub-watersheds with an area of 13075 ha, which falls under very high priority area, were covered under the treatment. Under biological treatment measures, massive afforestation programmes were launched by way of mixed plantation, fuel wood plantation, natural regeneration, sowing and broadcasting, bamboo plantation, belly benching etc. for upgradation of degraded, denuded and burnt forest land. To improve the agricultural land agro-forestry, horticultural development, contour graded bunding and broom grass plantation were done. Wastelands were also improved by silvipastoral development, sowing and broadcasting, bamboo plantation, belly benching etc. To stop and control the landslides, slip areas, gully erosion, stream erosion, toe erosion, etc., some engineering protection measures were adopted by providing various appropriate protection walls and catch water drains. During the plan implementation from April 1995 to March 2000, approximately 38% areas of identified 6 sub-watersheds were satisfactorily treated. An amount of Rs.110 millions spent on the development of degraded, denuded, eroded, burnt and slided area of these sub-watersheds. By successful implementation of CAT plan, all the six sub-watersheds are fully treated with massive plantation along with appropriate engineering protection measures.
