Each year organizations review a number of their business functions including partnering or outsourcing. This is becoming significantly more crucial in recent times because of increasing complexity of systems, as well as public organizations, such as the Finnish Defense Forces (FDF), being able to get better value for their tax dollars. However, with this increasing complexity of systems comes the enhanced risk associated with such projects. However, it is important to keep in mind that if Public Private Partnership (PPP) projects are executed while simultaneously keeping the risks associated in mind, the overall risk associated with the project could be reduced. This is one of the reasons that government organizations venture into PPP projects.rnIn this paper, we have identified the primary risks applicable to partnering projects at the FDF and then ranked and classified them into two broad categories - strategic or operational risks. This research project has helped in providing the project managers at the FDF an opportunity to come up with a more effective plan on how to manage their risk mitigation resources.rnThis was done by conducting a survey at the FDF among subject matter experts who have been involved in partnering, as well as procurement projects and realize that such a list of ranking of risks would be beneficial in mitigating the most important ones and concentrating on those risks that would cause significantly more damage if they were to occur.
