摘要

The paper describes a three-year study of the New Year's Eve celebrations in central London. The objectives were: identify characteristics of crowd movement and congregation, and how this might be related to spatial layout; evaluate, in consultation with risk management experts, how this might impact on public safety; and, help develop effective crowd management measures in preparation for the Millennium New Year's Eve. The study demonstrates how the observational techniques of space syntax have evolved in recent years, due to the inherent problems of studying crowds, to enable investigation of the effect, if any, of spatial layout on crowd behaviour. A more balanced approach to data collection, incorporating both quantitative and qualitative techniques, is described. The benefits and limitations are discussed.
