This paper presents a case study of developing and implementing a safety program at a national park. Different approaches to creating a safety program are explained as well as the contributions of total quality management towards realizing a safety program. Following the description of the case study, the paper also includes challenges of the project, lessons learned, and implications for the Safety Manager. Quality management processes such as employee involvement, continuous improvement, and voice of the customer were used to develop and implement the safety program. This case study should provide a practicing safety officer with insight into different safety management systems and options for taking their safety program beyond the traditional compliance based program into a safety program where workers are actively engaged and motivated.
