I would like to welcome you to a session sponsored by the Board Members Forum, a standing committee of SWANA's Planning and Management Division. This committee was created approximately two years ago with two primary goals: 1) To increase the participation of elected and appointed policy officials in SWANA and 2) To provide conference programs designed to assist non technical officials to do a better job in policy direction of solid waste operations. To that end, the program today has been designated as "Board Members 101." Our goal is to offer our experiences as board members in hope they will help us all become more effective policy makers in solid waste operations. I am here today representing the Monterey Regional Waste Management District located in Monterey County, California. In my time today, I would like to present a brief history of our District to indicate where we have been, present a summary where we are today, and then outline some key experiences involved with the effective policy management of the District.
