摘要

With the dual properties of being the main carrier for residents' leisure activities and natural ecological functions, small town's water network system also has the special functions of reducing energy consumption and absorbing greenhouse gases during the low-carbon eco-city construction. In this paper, based on the ecological security analysis and health assessment, the control measures for water network system in small towns of Yangtze River delta are studied, and furthermore this paper considers that it should be both of technical methods and policy innovation to achieve the low carbon region, finally it gives the low-carbon-based specific technical of and requirements of eco-industry development from the eco-technology level.
