This paper discusses the importance of cultural heritage protection and far-reaching significance in the rapid urbanization background of China, and it discusses on the whole city view the ways and means of how to balance effective protection and moderate development, the paper also explores that the key aspects should be focused on in the site park development mode. Finally, taken the construction of xi'an Tang Darning Palace Heritage Park as an example, this paper illustrates the combination of the cultural renaissance and urban development, and summarizes some specific practices and results.
