About ten years ago a new research field called "webometrics" has emerged. There are similarities between methods of webometrics and scientometrics or informetrics. Scientometric or informetric indicators are split into two types: evaluative or relative. Are there similarities between scientometric indicators of evaluation (or collaboration) and web indicators of evaluation (or collaboration) for possible use and technology policy making? Both hyperlinks and Web citations are tested for use as Web indicators of evaluation or collaboration. Empirical studies have shown it is not valid to use counts of links to university web sites to assess the online impact of their work but it is valid to generate benchmarking figures for universities based upon their research productivity and national inlinking averages. Hyperlink structures also don't reflect collaboration structures collected by co-authorship data. However Web citations are different from hyperlinks. Web citations have been proposed as comparable to, even replacements for, bibliographic citations. Additionally, a modified form of Web citations called "Web visibility rates of collaboration" can be successfully used as Web indicators of collaboration.
