Satellite communication technology is being used to provide dedicated lines from one host to another and for broadcasting from a specified host. On the other hand, demand is increasing for switching networks such as the Internet, where a host communicates with one of a number of unspecified hosts. Expectations are high that satellite technology will be adapted for use with the Internet to help meet this demand. However, using a satellite network as a switching network is problematic. In this paper, we focus on problems at the beginning of communication. We address the delay overhead caused by reserving bandwidth when using DAMA satellite networks (such as VSAT). The method we propose for solving these problems is called the 'standby bandwidth method'. It assigns bandwidth independently of bandwidth allocated by reservation requests in the DAMA network, and the sender can use the assigned bandwidth without reservation when data transmission begins. Consequently, this method can eliminate the problem of delay overhead in DAMA satellite networks.
