The dangers presented by the world's oceans are well known. However, it now appears that recent advances in GNSS bistatic ocean remote sensing technology may be in a position to contribute towards a solution to making the seas safer. This new technology involves utilising the signals transmitted by navigation satellites, such as those of the Global Positioning System, after they have scattered from the Earth's surface. These signals contain valuable and varied information on the Earth's oceans and are being detected regularly using the UK-DMC satellite experiment under a wide range of conditions. A low-cost constellation of this sort could be used to sense dangerous sea conditions and provide warnings to marine navigators. A system concept is presented in this paper proposing how this technology would enable low-cost satellites providing rapid Global ocean coverage. This system could be connected to existing warning networks and help prevent a wide range of future maritime disasters. Additionally, an analysis of the normalised radar cross sections being measured will be presented using the on-orbit data from the UK-DMC satellite experiment. This analysis will show that even for modest satellite configurations, it is possible to measure the sea roughness and detect dangerous sea conditions.
