The James Webb Space Telescope (JWST) will use anrnevent driven system architecture to provide efficient andrnflexibl flexible operations with a simplified, high e high-level groundrncommand interface. In this paper we describe thernoperations concepts and corresponding softwarernarchitecture for this high high-level event driven system. Wernshow that using a standard scripting environment andrnimplementing that environment in the flight systemrnprovides increased operations flexibility, simplifiesrnimplementation of the event driven operations concept,rnand greatly simplifies ground system software andrnoperations. We also describe the operations co concept forrnncept development and test of these elements by groundrnoperations personnel working with flight hardware andrnsoftware development and test personnel, and thernsynchronization of these concurrent development andrntest efforts leading to Observatory launch launch. Finally, we show how this concept serves to reduce the complexityrnand cost of ground system software and the overall costrnof ground system operations.
