A Program for Analyzing the Potential for Low Temperature Brittle Failure in Equipment

An initial screening program reported at the 1993 Spring Ethylene Plant Safety Symposium for vessels operating below 0 deg C in the Ethylene Plant was found to be inadequate. This paper describes our modified approach toe the fitness-for-service program which incuded: screening criteria for determining whether a vessel was suitable for cold service (review of original design conditions and current operating conditions), fracture mechanics calculations for determining critical flaw size in a vessel, and inspection procedures and tests for confirming fitness-for-service (wet fluorescent magnetic particle inspection, warm hydrostatic test, acoustic emission test). By following a less conservative methodology for evaluating fitness-for-service, we evaluated all the vessels in the Ethylene Plant, not just vessels operating at temperatures 0 deg C and below, and replaced fewere vessels than originally planned. This approach significantly reduced capital costs and enhanced the overall safety of the Ethylene Plant.
