摘要

The authors have extensive experience as International Atomic Energy Agency (IAEA) safeguards inspectors, and U.S. Department of Energy (DOE) laboratory safeguards specialists. This paper recognizes that various mixes of knowledge, skills, and abilities will be needed to maintain the ability of the IAEA to function as a credible international body and as the prime nuclear non-proliferation treaty inspection organization. With the expansion of the mission of the safeguards inspector from being an accountant to being an investigator, knowing how to use sophisticated technical tools and having the right mix of background, skills and ability to assimilate new tasks are crucial for success. The DOE laboratory system is in a position where its ability to backstop U.S. government non-proliferation efforts and to provide support to the IAEA could be seriously eroded by loss of critical skills by attrition and by lack of incoming safeguards professionals. This paper addresses pathways to help ensure that the U.S. can supply the IAEA, the U.S. national laboratories, and federal agencies with qualified individuals through the use of U.S. university collaborations, participation of DOE and the national laboratories in career development, and better use of the skills of IAEA inspectors and safeguards professionals returning to U.S. government and DOE laboratory system service.
