摘要

This Finnish research project focused on the evaluation of environmental, social and healtheffects in the integrated planning of urban transportation systems and land use.Multidisciplinary approach including economics, sociology and civil engineering wasapplied. The framework created is based on sustainable development, consisting ofecological, economic, social and cultural sustainability. The study suggests that all subtargetsof sustainable development should be considered as the upper level goals of urbantransport planning.Resulted detailed lists for the planners serve as a guide in identifying the different welfareimpacts that should be considered. Consequently, a theoretical model of the steps requiredto carry through the evaluation and planning process was created. The survey, includingtelephone interviews, a postal questionnaire and a case study, brought insight into theplanning practises within Finnish urban areas, as well as introduced the useful opinions ofthe citizens and the experts concerned with the planning and decision-making processes.
