This paper discusses the first steps in developing a general, large-scale model for strategicsimulation of combined transport between road and rail in Sweden. The model assumes thatthere are only two different modes of transport, door-to-door transport by road or combinedtransport between road and rail. The transport buyer is supposed to select the mode oftransport offering the best combination of transport quality, cost, and environmental effects. Atwo-step model is selected for the design. The first step is a deterministiccalculation/optimisation followed by a simulation step where the simplified model used in theoptimisation is extended and subjected to a sensitivity analysis. Currently, three differentapproaches to the first deterministic step are considered; An extended and adjusted version ofNozick and Morlok (1997) TOFC-model, the Jensen model from Jensen (1990) or an existingcommercial software. The next step in our project is to compare the three models and to selectand develop the most appropriate approach.
