This paper reports our ongoing research to provide a sound basis for designing practical urbanroad pricing systems which produce maximum benefits. In particular, we are concerned withthe levels of charge and the number and location of charging points in the road network. Thepaper reviews judgmental approaches to cordon location, based on evidence from proposedand implemented road pricing systems around the world, and describes the results of our workto test a mathematical approach for optimising charges on a pre-specified subset of links in avery simple, illustrative network. In doing so, it shows that a considerable gap currently existsbetween the state of the art in network optimisation approaches and the requirements ofpolicy-makers. In the concluding section, we discuss possible ways forward for identifying themost appropriate number and location of charging points.
