ATM (Air Traffic Management) performance assessment is indispensable for its operational improvement. Since ATM has multiple objectives to accomplish, the performance must be assessed from various points of view. In this paper, the efficiency in Japanese airspace is assessed from the viewpoint of fuel-burn. Although continuous assessment for a number of flights is necessary to understand characteristics of operations, it is considerably difficult due to the confidentiality nature of the data and time-cunsuming gathering process. Therefore, the fuel-burn is estimated based on BADA (base of aircraft data) using radar data and weather prediction data. To validate the estimation method, the error of estimation is examined compared to the actual fuel-burn data with respect to each operational phase; Climb, Cruise, and Descent It was shown that the model provides the estimation with an uncertainty of about 5 % on average. Using this estimation method, the efficiency of the flights on the principal routes in Japanese airspace is studied with respect to operational area; departure area, arrival area and intermediate area between them. To focus on the room for the operational improvement of ANSP (Air Navigation Service Provider), the horizontal and vertical indices for increase in distance and level-flight below the cruising altitude are computed. It is shown that over 50 % of the increase in fuel-burn occurred in arrival area. It was implied that the ATM operations in the arrival area should be focused on for fuel-burn improvement.
