What do you do when you have a room full of people who do not speak the same language but need to work together to solve the same problem? You find a translator. What do you do when you have a County comprised of jurisdictions that use different pavement management systems but the County needs to make a comprehensive assessment to represent the pavement maintenance needs of the entire region? You find a correlation. Having 89 jurisdictions that among them use 20 different (standard and unique) systems for indexing the condition of their pavements, the Los Angeles County Metropolitan Transportation Authority (Metro) found itself with such a "language" problem. Metro wanted to determine the pavement funding needs of the region but found it difficult to assess conditions of the entire region given the different types of data provided by each jurisdiction. To address this issue, Metro developed a system to correlate the Pavement Condition Indices (PCIs) from each jurisdiction's system to a Countywide PCI (CPCI). With this correlation tool, Metro was able to estimate pavement maintenance and project backlog needs for the county as a whole. The purpose of making one estimate for the county as a whole was to present the needs to state and federal officials to advocate for state and federal funding for maintenance. This is especially important to the region since Los Angeles County is home to the largest ports in the US - the Port of Los Angeles and Port of Long Beach. Freight activity generated by the Ports provides substantial economic benefits to the nation but places extra burdens on the local infrastructure.
