South Whitehall Township (SWT) discharges wastewater from approximately 85% of its service area together with flows from portions of Lower Macungie Township (LMT) to the City of Allentown (City) wastewater treatment plant via the City's Cedar Creek Interceptor (CCI). Flows from this general service area emanate from three distinct tributary areas with average daily flows of almost 7, 576 M~3 (2 million gallons) per day. Neighboring Salisbury Township (ST) also discharges wastewater into the CCI downstream of SWT and LMT. An inter-municipal agreement with the City requires that the municipalities which contribute flow to the City interceptors must provide relief facilities when interceptor capacity is reached, and surcharging in the CCI prompted the City to so notify SWT, LMT, and ST. The resultant relief interceptor included approximately 4,000 M (13,000 lf) of 76.2 cm (30-inch) diameter ductile-iron pipe, three creek crossings, three highway bores, a flow-separation chamber, and an inverted siphon. The proposed presentation will: 1. List the alternatives analyzed for relief of the City's interceptor; 2. Outline the estimated costs for each alternative; 3. Identify the alternative chosen by the project participants; 4. Discuss planning and permitting procedures, and design considerations; 5. Review challenges encountered during construction. Unique design and construction considerations were necessitated because the sewer is aligned through City parklands and private properties for its entire length.
