This paper presents construction management considerations and techniques that were used in the Pacific Coast Highway (PCH) Sewer Replacement project, which successfully installed 8,000 feet of 60-inch diameter reinforced concrete sewer main in the City of Santa Monica, California. The construction was performed under a major 6 lane arterial highway, next to high visibility beach areas, adjacent to multi-million dollar residences and below the water table and a dense layer of existing utilities. To manage this highly visible and complex microtunneling project, a multifaceted construction team was assembled to plan the work from the design stage and through constructability reviews, geotechnical investigations, multiple advertise/bid/award/pre-construction stages, and through construction and close out phases. As the work progressed, systems were used to monitor and report on a daily basis any potential problems with settlement, heave, slurry consistency, and machine misalignment, steering or stoppage. In addition to normal construction management considerations, additional measures were instituted to mitigate noise and vibration problems to adjacent residences and to maintain traffic flow for commuters, all during an extensive public outreach campaign.
