Edwards & Kelcey serves as the Prime Design Consultant for the NJDOT's reconstruction of Rte 21 through downtown Newark, NJ. This is a highly urbanized old section of city with utilities dating back to the 1800s. The total project length is approximately 4000 meters, with over 75,000 meters of underground utilities. Complicating the highway design process is the concurrent design by others of an in-street light rail system. The relocation design and/or coordination of water, sanitary sewer, combined sewer, electrical conduit, and gas pipelines were included in E&K's scope of work. Pipeline sizes ranged from 150 mm to 2100 mm in diameter. ASCE/C-I 38-02 was used to develop a scope of work for collecting and depicting information regarding existing utilities. Early QL B utility data allowed the designers to avoid and minimize relocations, although it was ultimately necessary to relocate approximately 3,400 meters of pipes and conduit. QL A utility data were gathered to further clarify the relocation design of pipelines and other utility structures to avoid conflicts with existing infrastructure. ASCE/C-I 38-02 provided an unambiguous scope of work with an equitable allocation of risk between the project owner, designer, and constructor. It fostered an environment of cooperation between utility owners and the design/construction team. Although its use increased the design costs, this increase was more than offset by a significant reduction in construction costs and time.
