In a previous article, Embracing Changes in Trenchless Renewal Technology, the case was made that the most logical approach to plans and specifications for projects involving trenchless pipeline renewal technologies was performance documents. Given the pace of emerging new technologies and the continued refinement of existing ones, many consulting engineers have indicated that a set of performance documents obtained the most cost-effective solution for their owners. Performance documents convey the information necessary to prepare an accurate estimate of the cost of the desired improvements and an understanding of what the level of performance for these improvements should be to meet the End User's (Owner's) objectives. Further, these documents set forth how the Engineer will approach monitoring the installation of these improvements to confirm this level of performance has been obtained. This paper will instruct the design engineer in the fundamentals of good QA/QC for the gamut of currently available Close-Fit liner technologies, provide guidelines for knowledgeable monitoring of the QA/QC results, and prepare the foundation on which future technologies can be added to their performance specifications.
